Problem with Neighbors' Overgrown Lawn

Just got back from work and noticed our neighbor's yard was looking worse than usual. His lawn is overgrown, and the flowers are starting to wilt. I don't mind giving him a heads up since we live in a close-knit community, but sometimes people need a nudge. Anyone have any tips on how to handle this without causing a feud?
