CDI Scores Abroad?

How do they know who's a good citizen without those scores? It sounds like chaos out there! I heard from someone that in other countries, they don't even use CDI to track people. They just let everyone live their lives without worrying about points and quotas. Can you believe it? Here we have to pass our 75 or face the consequences, yet some places think this is all weird and unnecessary? It's like they're not prepared for any kind of organized system at all!
